Subject: No Budget, No Taxes
 
In the near future I plan to introduce legislation that, in the event that a state budget is not enacted by July 1st of any year, the imposition of certain "non-pass thru" taxes on the Commonwealth's taxpayers will be suspended until the budget impasse ends. These include the personal income tax and corporate net income tax. These taxes collected during the impasse will be returned to taxpayers as a rebate. Businesses and individuals would simply continue to operate as usual and then when they file their tax returns in April, they will receive a check from the Commonwealth.

The Taxpayer has been held hostage for far too long by budget negotiations with no voice and in the end are often left with less money in their paychecks once a budget is enacted. These budget standoffs are often the result of one branch of government utilizing the process to leverage for more taxes. This legislation will give the Taxpayer a voice in negotiations and help drive both parties to the table for a real solution.
