Subject: Easing requirements of Uniform Construction (UCC) on pre-engineered hangars at privately-owned public- use airports.
 
Please find attached a copy of legislation I am introducing in the near future to ease the Uniform Construction Code (UCC) requirements on pre-engineered hangars at privately owned public-use airports. I am introducing this legislation to address the concerns of some owners of these airports about what they believe to be the over-regulation by the UCC of simple pre-engineered structures used to store aircraft. There are 60 privately owned public-use airports in Pennsylvania. These airports are not able to accommodate large aircraft and are mostly small “mom and pop” operations. Many of these small airports are closing because they cannot be operated without a revenue loss; much of the income these airports derive is from aircraft owners that lease ground to install hangars on. It has been brought to my attention that aircraft owners seeking to install hangars at some of these airports run into the bureaucracy and added costs of the UCC (architectural drawings, added building requirements such as concrete type, etc…), and subsequently give up trying to build a hangar. I believe that some of this bureaucracy is unnecessary when they are installing pre-engineered structures designed, and built in modular fashion at factory, and then installed on-site.
My legislation would exempt from the UCC pre-engineered structures used as hangars at such airports if such hangars are used simply for storage, and not for fueling, washing, or repairing of aircraft. Also, my legislation specifies that the general public not have access to such structures.
My legislation will help these small airports survive by assisting them in growing their customer base.
