Subject: | Legislation Requiring PennDOT to Send a Written Notice of Impending License Suspension by Certified Mail |
In the near future, I plan to introduce legislation that would amend Title 75 (Vehicles) of the Pennsylvania Consolidated Statutes to require that the Pennsylvania Department of Transportation (PennDOT) send a written notice of an impending driver’s license suspension to the driver in question by certified mail, instead of by non-certified mail as is currently required. By using non-certified mail, it is difficult to properly inform drivers who frequently change location of an impending suspension of their license. As a result, drivers in these situations are often completely unaware that their license has been suspended until law enforcement becomes involved and the opportunity for an appeal of the suspension has expired. My bill addresses this issue by requiring the use of certified mail for these suspension notices. With this requirement, PennDOT will have additional access to a proof of mailing and a greater amount of information on whether or not these suspension notices are being delivered. This requirement is similar to existing law providing for notices sent by certified mail to vehicle owners in the case of an abandoned vehicle.
