Subject: | Legislation Enacting a “Dead Red Law” for Motorcycles, Motorized Pedalcycles, and Pedalcycles |
In the near future, I plan to introduce legislation to enact a “Dead Red Law”, which provides for a course of action when a vehicle detection system at an intersection fails to detect a motorcycle, motorized pedalcycle, or pedalcycle. Throughout the Commonwealth of Pennsylvania, numerous intersections with traffic signals utilize a vehicle detection device to determine when the traffic signal should change. For most drivers, these systems operate efficiently and safely without causing a great inconvenience. However, motorcycles, motorized pedalcycles, and pedalcycles are often too small to be picked up by the vehicle detection device. As a result, the riders of these vehicles are often placed into dangerous situations where they are facing a permanent red light, and are unable to lawfully proceed through the intersection. My legislation attempts to correct this issue by allowing motorcycles, motorized pedalcycles, or pedalcycles approaching an intersection that is controlled by a traffic-control signal to proceed with due caution on a steady red signal if:
