Subject: Penn Grade Crude Development Advisory Council (Prior House Bill 2175)
 
As you know, our rich oil and gas history began with the world’s first commercial oil well, the Drake Well, drilled in Titusville in 1859. And today, Pennsylvania Grade Crude remains a unique petroleum product with specific uses, fueling dozens of small, often family-owned, businesses and thousands of jobs.

However, with the Marcellus “revolution” that brought the unconventional gas industry to the Commonwealth, regulatory advances designed match the technological advances that have made shale gas accessible have not sufficiently distinguished these new wells from our traditional, conventional operations. To be certain, these differences are so important that they warrant a separate regulatory framework for conventional oil and gas operations.

Therefore, I intend to reintroduce legislation (prior House Bill 2175) establishing the Penn Grade Crude Development Advisory Council, which will study existing regulations and assist the Department of Environmental Protection in making changes that better address the differences between conventional and unconventional oil and gas production. And, like our successful Pennsylvania Hardwoods Development Council, it will be a public/private partnership charged with promoting Pennsylvania’s historic conventional oil and gas industry and advocating its future development.
