Subject: Residency Requirements for Public Assistance
 
In the near future, I will be introducing legislation to establish an Interstate Compact with surrounding states aimed at sharing information on public assistance applications to prevent multiple states from providing assistance to the same individuals.

After conversations with the Auditor General’s office, it is my understanding that he intends to release his findings that individuals who are applying for assistance in Pennsylvania are also continuing to receive assistance in other states, including states contiguous to the Commonwealth. As the intention of public assistance is to help those Pennsylvanians in need, it is of fundamental importance that we assure Pennsylvania tax dollars are going to help those who are residing in and intend to remain residing in Pennsylvania.

My legislation will require cooperating states to share information once an individual or family moves from one state to another. This is not intended to prevent the application for public assistance for new Pennsylvanians, but rather to assure that individuals who are receiving assistance in the Commonwealth are not also receiving assistance from a cooperating state. Cross-state applications are a real and growing problem, as highlighted by the Auditor General, and contribute to the fraud, waste and abuse of the public assistance system.
