Subject: | Prohibiting the littering of cigarettes |
In the near future, I will be reintroducing legislation (previously House Bill 695) to amend Section 3709 of Title 75, the Vehicle Code. Section 3709 prohibits the depositing of specified waste items on the Commonwealth’s highways, property (both public or private), or waters. My legislation would add the following words to section 3709: “cigar, cigarette, pipe or other smoking device.” The purpose of adding these words is to make it clear that it is unlawful to litter these items. For any of us who have participated in clean-up activities along our highways, we know that a great deal of the litter consists of cigarette waste. We need to put our drivers on notice that throwing their cigarettes or other smoking devices out of their cars onto the highways, property, or waters, will not be tolerated. Last session, this legislation was cosponsored by the following members: MARKOSEK, SCHLOSSBERG, GINGRICH, TRUITT, D. COSTA, MACKENZIE, MOUL, MARSHALL, C. HARRIS, MILNE, MURT, SWANGER, FRANKEL, READSHAW, V. BROWN, COHEN and FARRY. |
