Subject: | Additional Cigarette Tax to Fund Adult Intellectual Disabilities & Autism Waiting List Account (Prior HB 2451) |
As of September 30, 2014, nearly 14,000 adults were on a waiting list for services related to intellectual disabilities and autism. In the near future, I intend to introduce legislation creating a special account in the Treasury to be used to fund the waiting list for these types of services. To fund the Adult Intellectual Disabilities and Autism Waiting List account, the bill will impose an additional $0.04 tax on cigarettes sold in PA. The additional tax would be imposed, levied, and collected in the same manner as the existing statewide cigarette tax. In addition, limitations in the bill will prevent funds in the account from being used to supplant resources for existing community resources. To assure that individuals receiving services are able to provide input into the design or delivery of service he/she receives, funds shall also be used in accordance with consumer-centered planning practices.
