MEMORANDUM

Subject: Allowing third class cities to assign the enforcement and administration of parking laws to their parking authorities

Introduction of Legislation – Allowing third class cities to assign the enforcement and administration of parking laws to their parking authorities

I will soon be introducing legislation to allow third class cities to assign the enforcement and administration of parking laws to their parking authorities in the same manner that second class cities can presently.
One of the most common types of cases clogging our minor judiciary’s dockets is parking enforcement. These cases also represent a huge amount of overhead for city parking authorities. We have a funding crisis in our judiciary, judgeships are being eliminated, and we need to help our lower courts with their caseload problem. One way to do this is to allow third class cities to allow their parking authorities to perform this quasi-judicial function.
Parking authorities can to this work efficiently, and a number of third class cities have asked for this change.
Please consider co-sponsoring this important piece of legislation.
