Senate of Pennsylvania
Session of 2013 - 2014 Regular Session

MEMORANDUM

Posted: July 21, 2014 11:47 AM
From: Senator Michael J. Stack
To: All Senate members
Subject: Increase of Veteran-owned Business participation

In the near future, I plan on introducing legislation that would amend Act 185 of 2012; of the Pennsylvania Consolidated Statutes, providing for contracting with veteran-owned small businesses.

My legislation would increase the current participation goal from five percent to six percent goal for participation on state contracts by these businesses in addition to other measures to support disabled veteran-owned companies.

This legislation will also make additional changes to Act 185 to mirror advancements made in New York State. Recently Governor Cuomo signed the Service Disabled Veteran-Owned Business Act into law.

- A newly created Service Disabled Veteran Division, which aids and monitors the agencies and the SDVOBs that they follow policy and procedure.

-Similar to NY, a SDVOB can open a business in PA even though they are a resident of another state.

We feel that these changes will help improve the assistance of our Service-disabled Veteran Owned businesses in the Commonwealth. Ultimately, I am looking to improve upon Act 185, not alter it. I am hoping for a greater participation rate and feel that these changes will help accomplish that.

We must never forget the sacrifices that our veterans have made in service to our country. With this legislation, we are helping them by creating economic opportunities for veterans’ to thrive here in Pennsylvania.
