An Act providing for the establishment of a horse breeding-showing incentive program; authorizing grants conferred to Pennsylvania-bred foals; establishing the Pennsylvania Breeders Incentive Fund; providing requirements for registration of foals, for registration of shows and for requirements for breeders; requiring participation fees for foals and for shows; establishing minimum population requirements for specific breeds, for minimum entry fees for shows and for sanctions; further providing for duties of the Department of Agriculture; and making an appropriation.
