An Act establishing the Pennsylvania Life and Health Insurance Guaranty Association; providing for the payment of covered claims under certain life, health and accident insurance, and annuity policies, the avoidance of excessive delay and the avoidance of financial loss to claimants or policyholders in the payment thereof as a result of the insolvency of insurers; assisting in the detection and prevention of insurer impairments and insolvencies; providing for the formulation and administration of a plan of operation; and conferring powers and imposing duties upon the Insurance Commissioner, the Pennsylvania Life and Health Insurance Guaranty Association and certain insurers.
