An Act promoting the welfare of the people of the Commonwealth by the development of new, expanded and rehabilitated minority business concerns; creating a Minority Business Participation Board to designate certain State contracts as set-asides for which bids are invited only from concerns the board has defined as minority businesses; designating the Department of General Services to administer the act; and making an appropriation.
