Subject: Strengthening the Regulatory Review Act
 
In the near future, legislation will be introduced to give the General Assembly the ability to initiate the repeal of any regulation in effect in Pennsylvania by a concurrent resolution.

Under current law, the Regulatory Review Act allows the General Assembly to block the implementation of regulation before it takes effect. A committee may report a concurrent resolution within fourteen (14) calendar days from the date that a regulation has been published in its final form to initiate the process to block its implementation. Both the House and Senate would need to approve the resolution and the Governor would need to approve it. This legislation will simply extend this process to regulations that are already in effect.

President Trump has had great success using the Congressional Review Act of 1996 to prevent the implementation of many intrusive regulations at the federal level. Regulations are often an impediment to economic growth and place unnecessary burdens on Pennsylvania's citizens. My legislation will give legislators in the General Assembly the ability to initiate the removal of decades of obstructive regulations that are currently disrupting the lives of the taxpayers residing in this Commonwealth.
