Subject: | Overweight Trucking Permits During Holiday Periods |
In the near future, I will introduce legislation amending Title 75 (Vehicles) § 4962 (Conditions of permits and security for damages), § 4970 (Permit for movement of construction equipment) and § 4974 (Permit for movement of containerized cargo) to allow trucks to continue to haul certain heavier loads during holiday periods, while keeping the current restriction regarding inclement weather. Currently, 67 Pa. Code § 179.10 (General conditions) includes restricted travel periods for holidays, which have resulted in the unintended consequence of putting additional trucks on the road during these periods. For example, in reviewing the tonnage and loads for the Thanksgiving holiday period for which the “black period” began at Noon on November 23rd and ended at sunrise on November 28th, Wenger Feeds ended up putting 100 additional trucks on the road because of the ban on permitted loads. To address this unintended consequence, my legislation will allow a permitted vehicle, combination or load, which does not exceed 135,000 pounds (gross weight) and does not exceed 10 feet in width or any height and length limitations, to continue to operate during holiday periods. This will allow companies, including construction companies, to get their product or equipment to its destination in a timely fashion, regardless of the time of year, without increasing the congestion on state roads during holiday periods.
