Subject: | Prohibiting the Merger of Agencies Until Two Studies are Complete |
In the near future, I plan to introduce legislation that will prohibit the administration from merging agencies as proposed in the Governor’s FY 17/18 budget until after studies are completed by the Legislative Budget and Finance Committee and the Joint State Government Commission. The two studies will be shared with the pertinent standing committees of the General Assembly for review. The Governor’s proposal would collapse the Departments of Aging, Drug and Alcohol Programs, Health and Human Services into one mega agency. I am very concerned about this. We need to learn and think carefully about the financial and the programmatic impact of this proposal on our constituents before considering moving forward. For this reason, my legislation will stop the merger until the studies have been completed and are submitted to the committees of jurisdiction. The studies are to be completed within one year of the effective date of the act. At that point, if the legislature deems a merger appropriate, such a change will have to be permitted by an act of the General Assembly I hope you will join me in sponsorship of this very important legislation. |
