In the near future I will be introducing legislation that will amend Pennsylvania Title 75 (Transportation) in two manners in order to improve the business environment in Pennsylvania for the motor truck industry. The first change that I am proposing would amend § 4702 - Requirements for Periodic Inspections of Vehicles - changing the inspection requirements for motor carrier vehicles with a registered gross weight in excess of 17,000 pounds from semi-annual to annual. Pennsylvania is one of only a handful of states that requires semi-annual inspections of motor carrier vehicles. This creates a lot of problems with numerous PA companies who work nationwide and ultimately has a negative effect on business. Changing this requirement would save significant dollars for trucking companies and allow them to transport goods from one location more efficiently. The second change that I am proposing would amend § 1916 - Trucks and Truck Tractors - adding a section entitled “refund of registration fees.” This change would allow PA motor truck businesses to be refunded their registration fee if a truck is stolen or demolished, and they cannot replace the vehicle. Registration fees for motor carrier vehicles with a registered gross weight in excess of 17,000 pounds are $2,000+. That is a significant amount of money for a business to be out, especially if the vehicle was wrecked shortly after the new registration was issued. Refunding registration fees in this instance would relieve the hardship for many small PA motor truck businesses. Please join me in co-sponsoring this legislation.
