Subject: | Prohibiting drivers from operating a motor vehicle while holding an animal (Former HB 944) |
In the near future, I intend to reintroduce legislation that would amend Title 75 (Vehicles) of the Pennsylvania Consolidated Statutes to prohibit drivers from operating a motor vehicle while holding an animal. Driving while holding a pet, regardless of its size, is not only a safety issue for the animal but also a safety issue for the general public. An animal held by a driver or seated on a driver's lap when a vehicle is in motion is dangerously close to the steering wheel or gear stick, further increasing the chances of an accident that could result in injury to the pet, its owner and other drivers on the road. My common-sense proposal would prohibit drivers in Pennsylvania from operating a motor vehicle while holding an animal, consequently eliminating unnecessary distractions on our roads and ensuring the safety of drivers in this Commonwealth. |
