Subject: | Enforcement of Trash Laws – Disposal of Waste Tires in a City of the First Class |
In the near future, I plan to introduce legislation further providing for the enforcement of trash laws, to not only include short dumping, but the disposal of waste tires, in a city of the first class. “Filthadelphia” is what Philadelphia has been called at times due to widespread illegal dumping. Having always been a problem, reports of illegal dumping, such as short dumping and waste tire disposal, have been on the rise for the last two years. An increase in such acts exponentially increases the potential negative impacts on the health, safety and quality of life of the citizens and visitors of Philadelphia. Current enforcement is not effective enough. Illegal dumping is only a minor criminal offense and only short dumping, and not waste tires, was addressed when we passed Act 227 in 2004. My legislation will address the disposal of waste tires by providing for a penalty of $5,000 per tire, for documentation and recordkeeping by a business dealing in waste tires and waste tire haulers and provides for waste tire enforcement to encourage recycling, expand waste tire disposal programs in accordance with the Waste Tire Disposal Act and enforce compliance with the act. Please join me in taking the necessary steps to address illegal dumping in Philadelphia so that it can be a model for all of Pennsylvania.
