HARLEY, Ellen Anderson, a Representative from Montgomery County; born, December 31, 1946 in Nashville, Davidson County, Tn.; B.A., English, Monmouth College (now Monmouth University), 1968; M.A., city and regional planning, The University of Pennsylvania; city and regional planner, American Planning Association; city and regional planner, Urban Land Institute; consultant, financial consulting firm; elected as a Republican to the Pennsylvania House of Representatives for the 1991 and 1993 terms; appointed, Pennsylvania Public Television Network Commission (1991-1992); appointed, Pennsylvania Council on the Arts (1993-1994); not a candidate for reelection to the House (1994); unsuccessful campaign, United States Congress (1994); founder and director, Center for Regional Cooperation, Philadelphia.
