Born January 22, 1940, Philadelphia Pa. A graduate of the Henry R. Edmunds School and Ben Lippen High School. Educated at the University of North Carolina, Chapel Hill, with an A.B. in Political Science, and American University, Washington, D.C., with an M.A. and Ph.D. in Government, Earl served as an Officer in the U.S. Navy, worked for The American Political Science Association, in Washington, and taught Political Science at Temple University before entering public service.
Represented the 19th Senate district from 1989-1995. Political career began as a local committeeman and planning commissioner: County Commissioner; Elected as Senator in the Pennsylvania General Assembly; Chaired Senate Committees on Intergovernmental Affairs and Labor & Industry; State Chairman of the Republican Party; Member of the Republican National Committee; National Convention Delegate; Presidential Elector; Active Member of National Conference of State Legislatures and Council of State Governments. He was elected on the ballot sixteen times and never lost an election.
Earl and his wife Jackie live in Wayne, Pennsylvania. They are the parents of two grown children, son Todd and daughter Toby.
