Born in St Just in Penwith, Cornwall, England, June 4, 1854, the son of William and Grace Ancel Semmens; moved with family to Michigan, 1855, moved to Allegheny County, Pennsylvania in 1869, was educated in public schools; business college; worked in western Pennsylvania mills and mines before pursuing merchandising, real estate, insurance and banking; President of the National Bank of Turtle Creek and the Turtle Creek Savings and Trust Co; secretary of the East Pittsburgh Construction and Penn Avenue Investment Companies; treasurer of the Turtle Creek Public School District; director and secretary of public schools; first Burgess of Turtle Creek; eighteen-year member of the Borough Council; member of the state House of Representatives, 1912-14; elected to the state Senate in November 1914.
