Biography
1850 -
Born in Gwynedd Twp., Montgomery County, September 11, 1850; the Senator attended public schools; was appointed Inspector of United States Customs, Port of Philadelphia, 1879-1885; Inspector of Streets, Philadelphia, 1886-1900; elected to the Senate of Pennsylvania, 1900, as a Quay-Ashbridge Republican; introduced the 1901 “Philadelphia Ripper Bill.”
