Joseph and Isabel Martin Loeper; West Chester University (B.S.), education, 1966, member, Alpha Phi Omega fraternity; Temple University (M.S.), 1970; married Joann Eisenacher; 3 children, F. Joseph III, James H, Joanne M.

Early Career:

Teacher, Lansdowne-Aldan school district, 1966–67, Upper Darby School District, 1967–68; treasurer, Upper Darby School Board, 1972.

Awards:

Saint Charles Catholic Youth Association, Pennsylvania Recreation and Park Society Government- 1982 &1984; Chapel of Four Chaplains Legion of Honor Medal- 1982; Fraternal Order Police Legislator Award- 1988; National Representative Legislator Association Legislator of Year- 1988; West Chester University Distinguished Alumni Award- 1989; Delaware County Citizen of the Year- 1990; Honorable Doctor of Law Degree Widener University- 1992; Delaware County Life Guidance Senior, Incorporated, Legislator of the Year- 1992; Pennsylvania Chapter of the Nature Conservancy Public Service Award- 1992; West Chester University President, Medallion for Service- 1994; Pennsylvania Association of School Retirees Outstanding Legislator- 1994; Upper Darby High School Hall of Fame- 1995.
