Owen B. Jenkins of Germantown was born on February 19, 1862, Lansdale, Montgomery County, Pennsylvania, the son of John S. and Sallie Jane (Evans) Jenkins; educated in Lansdale public schools, Lewisburg Academy, and graduated from Bucknell University. He studied law and was admitted to the Philadelphia Bar, 1885. Senator Jenkins served one term, 1915-1918, advocating educational, labor, and social reform. He returned to his Germantown law practice after an unsuccessful bid for reelection, defeated by reform candidate George Woodward. He served as Counsel to Sheriff Ransley and assistant Solicitor of Registration Commissioners. He married Mary C. Phillips in 1886. Senator Jenkins passed away on July 18, 1925, Germantown, 63 years old.
