Born, February 2, 1823, Laughlintown, Westmoreland County, the son of James Sr.  His father owned an iron furnace near Laughlintown and served in the State House of Representatives, 1822-1823, 1825, and 1846-1847.  James C. graduated from Jefferson College; studied law with Justice Coulter; private practice; solicitor Pennsylvania Railroad, Westmoreland County, 1874; served as Canal Commissioner; elected to an abbreviated Senate term in 1875-1876, due to 1874 Constitutional district reapportionment; re-elected to four-year term, fall 1876.  After legislative service, Clarke pursued banking and coal interests; was founder of the Breensburg Bank and the First National Bank; and served several years as a school director.  Senator Clarke passed away, April 23, 1893.
