Born in Harbor Creek, Erie County, Pa., January 7, 1850; attended public schools and graduated from Erie Central High School, 1864; the State normal school, Edinboro, Pa., 1865-1866, and Willoughby College, Ohio, 1866-1867; taught school to 1870, undergraduate school at Harvard, 1871-1874, Harvard Law School, 1877; was admitted to the bar in Fall River, Mass., March 1878; subsequently associated with the Edison electric light interests in New York; moved to Erie, Pa., in 1882, continuing with the Edison corporation until 1887; was admitted to the Pennsylvania bar May 9, 1884; member of the common council of Erie in 1888; bought and edited the Erie Gazette 1890-1892; chairman of the Republican city and county committees in 1890; city solicitor of Erie from July 11, 1896, until April 30, 1899; trustee for Erie Academy, president of the Erie Historical Society and the University Club of Erie; served in the State Senate, 1911, filling the vacant seat of A.E. Sisson; reelected in 1912; served 1913 through 1916; elected to U.S. House of Representatives, 1917-1919; was not a candidate for renomination in 1918 to the Sixty-sixth Congress; resumed the practice of his profession; judge of the orphans’ court for Erie County 1921-1931; died in Erie, Pa., on February 15, 1944; interment in Erie Cemetery.
Married daughter of General and Senator David McCreary, his first law partner in Erie.
