BILLOW, Andrew, Jr., “Jay,” a Representative from Armstrong, Cambria and Indiana Counties; born in Johnstown, Cambria County, Pa., February 5, 1924; owner and operator, Billow Park Bowling Lanes (48 years); elected, tax collector, Lower Yoder Township (1959-1965, 1981-1988); clerk, Cambria County (1965-1967); chief assessor, Cambria County (1968-1971); elected, prothonotary, Cambria County (1972-1978); elected as a Democrat to the Pennsylvania House of Representatives in a Special Election, November 3, 1987 to serve the remaining 1987 term; Sworn-In, November 17, 1987; reelected to serve 2 more consecutive terms; appointed, Select Committee to Investigate the Divestiture of State General Hospitals (1990); unsuccessful campaign for reelection to the House (1992); died, November 16, 2003 in Johnstown, Cambria County, Pennsylvania; interred, Grandview Cemetery, Johnstown, Cambria County, Pennsylvania.
