Born September 2, 1847 New Brighton, Beaver County, the son of Quakers Thomas Balderston and Olive Bowen Howland White, Samuel received his education in public schools and graduated from Eastman’s Business College, Poughkeepsie, NY.   A manufacturer and contractor, Samuel held extensive business interests; served at age 15, in a three-month emergency militia company during the Antietam Campaign (1862).  He was a member of the Beaver County Republican Committee in 1884, and chair of the same in 1885.  In 1888 he was a member of the state committee, and 1889, its treasurer.  He was a delegate to the 1900 Republican State Convention.  Samuel served in the state Senate, 1895-98; and 1903-06.  The senator died on August 1, 1918.
