Removes references to birth “father” and replaces them with birth “parent.” The amendment also broadens the diligent search requirements from the currently narrow requirements. It stipulates that a non-response to any search requirement within 45 days from the date an inquiry is made shall be considered as answered as having no record and complete unless the court determines those efforts were neither reasonable nor carried out in good faith. Lastly, the amendment requires notice to be provided to a birth parent or putative father via Pennsylvania Orphan’s Court Rule No. 15.6 or its successor.
