Brief Description Modifies the prohibition on licensure by endorsement for applicants with a criminal or disciplinary record to allow licensure if the licensing board determines the record was a minor violation that should not be an impediment to licensure. Recognizes and allows the licensing boards with existing reciprocal agreements and endorsement language to continue to use those provisions in addition to the process established in HB 1172.
