Retains the bright line rule in current law and allows a court to hold a third-party surety responsible for payment of a civil fine where they fail to monitor a defendant with regard to bail conditions other than appearance, such as where a defendant fails to comply with a "stay away" condition, engages in witness intimidation behavior, or commits or intends to commit certain other violent crimes.
