Technical amendment that clarifying that transfers will only be made during the time when no General Appropriations Act providing for a BEF appropriation has been enacted for the current fiscal year, providing that the State Treasurer must certify to the Secretary of the Budget that there are adequate funds each time a transfer is needed, if the Governor has not certified revenue estimates for the current fiscal year, and making the bill applicable to fiscal years beginning after June, 30, 2016.
