Amends Title 53 (Municipalities Generally) regarding a referendum on formation of a local government study commission to study consolidation or merger of municipalities and how the study commission is to be funded; allows Airport Authority Boards in a Second Class County to invest in commercial paper; authorizes an additional 2% hotel tax in York County and Washington County; creates an appeal process for the creation of charter schools in a first class school district; authorizes the school board of a first class city to impose an optional local cigarette tax; authorizes a 3% hotel tax for Bensalem Township; authorizes an additional 5% hotel tax for Franklin County; authorizes an additional 2% hotel tax for Schuylkill County and Butler County; and addresses City Revitalization and Improvement Zones(CRIZ).
