Amends the Public School Code to address public school finances as follows: creates the Public School Web Accountability and Transparency (SchoolWATCH) Law, which requires PDE to establish, with the help of an advisory committee, a searchable Internet database containing the annual financial statements, final adopted budgets, receipts and expenditures and performance measures for public school entities in this Commonwealth; provides for a declaration of weather Emergency by the Secretary of Education, under which a school entity may satisfy the 180 instructional days per school year requirement through alternative means without a loss of subsidy payments or reimbursements; and reforms public school construction reimbursement by providing for a public database of school construction projects and charter lease reimbursements, a new reimbursement process to be known as the “Accountability and Reducing Costs in Construction Process,” a statewide analysis of public school facilities, project eligibility, supplement elimination, lump sum reimbursement, and refinancing.
