Brief Description |
All solar must come from in-state sources, thus maximizing solar-related job creation; allows for private ownership of carbon storage sites, gives the Department of Conservation and Natural Resources the option to develop a carbon storage site; specifies that waste coal and retrofitted facilities may qualify for carbon capture and storage credits, if they meet the required carbon capture rates; adheres to the "Polluter Pays" principle by charging fees for operational and long-term liability associated with carbon capture and storage, thus drastically limiting the Commonwealth's exposure to financial risk; limits the amount of alternative energy credits a facility can generate if they are able to capture, but not permanently store the carbon; and strengthens the permitting framework for carbon storage facilities, which will guide the Department of Environmental Protection's carbon storage regulatory process.
