Guts the existing bill and reinserts same language relative to R & D; increases the sales factor for allocation of CNI to 80%; increases the NOL to the greater of $5 Million (from $3 Million) or 15% of income (from 12 1/2%); increases the exclusion under the capital stock/franchise tax to $300,000 (from $150,000) and increases the allowance for dependents under the SP Tax Forgiveness Program form $10,500 from $9,500). Additionally, the amendment includes the proposed special stimulus tax credit for new job creation (Rep. Seip). The credit would be $3,000 per job.
