Provides that all electric distribution companies, once Caps have ended, or commission-approved alternative suppliers and electric generation suppliers may offer competitive generation services. It also clarifies policy that electric distribution companies may authorize long-term contracts, to acquire electric energy, to large customers. Contracts would be subject to review by the PUC in order to ensure that no costs related to the rates are borne by other customers or customer class.
