AN ACT
Amending Title 66 (Public Utilities) of the Pennsylvania
Consolidated Statutes, in miscellaneous provisions, providing
for reports.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. Title 66 of the Pennsylvania Consolidated
Statutes is amended by adding a chapter to read:

REPORTS
Sec.
3401. Electric generating units.
ยง 3401. Electric generating units.
(a) Inventory.--The department, in conjunction with the
Independent Fiscal Office, shall take an inventory of each
electric generating unit within this Commonwealth that emits
carbon dioxide.
(b) Analysis and report.--
(1) The department shall analyze the information

contained in the inventory under subsection (a) and use
economic impact assessment software to prepare a detailed
report that includes the following:
(i) The property taxes paid by the electric
generating unit in a taxing district, in relation to
total property tax revenue received by the taxing
district.
(ii) The total amount of wages paid to the employees
of the electric generating unit, the wage taxes paid by
the employees of the electric generating unit and the
municipalities that receive these wage tax revenues.
(iii) The payments for water, sewer and trash
services by the electric generating unit and the
municipalities or other entities that receive the
payments for the services.
(iv) The value of additional taxes or fees paid by
the electric generating unit and received by a taxing
district or the Commonwealth.
(v) The value of contracted services provided to the
electric generating unit, including the fuel used by the
electric generating unit to produce electricity,
materials purchased to meet environmental compliance
requirements, railroad services, trucking services,
maintenance, cleaning services, office supplies and
employees provided through an employment agency.
(2) Within 90 days of the effective date of this
section, the report under this subsection shall be submitted
to:
(i) The chairperson and minority chairperson of the

Committee of the Senate.
(ii) The chairperson and minority chairperson of the
Commerce Committee of the House of Representatives.
(iii) Each taxing district of the electric
generating unit.
(c) Definitions.--As used in this section, the following
words and phrases shall have the meanings given to them in this
subsection unless the context clearly indicates otherwise:
"Department." The Department of Community and Economic
Development of the Commonwealth.
"Taxing district." A county, city, borough, incorporated
town, township or school district.
Section 2. This act shall take effect immediately.
