A RESOLUTION
Directing the Joint State Government Commission to establish an
advisory committee to conduct a study on training mandates on
public school entities.
WHEREAS, Pennsylvania public school entities, including
school districts, area career and technical centers,
intermediate units, charter schools, regional charter schools
and cyber charter schools, must comply with State mandates
relating to training employees and third-party vendors in areas
such as policy and procedure, curriculum, professional
development, health and wellness, human resources and school
safety and security; and
WHEREAS, Certain training requirements are redundant, overly
burdensome or no longer necessary, while other training
requirements are necessary and cannot be eliminated; and
WHEREAS, Considered separately, many training mandates can be
viewed as sincere efforts to enhance the quality of education,
student achievement, health, safety and wellness,
accountability, transparency and the efficient expenditure of

taxpayer money, but their combined effect can develop into an
unwieldy and burdensome task of complying with deadlines,
reporting, recordkeeping and paperwork requirements; and
WHEREAS, Relief from burdensome training mandate requirements
can save school districts and taxpayers money and result in more
efficient operations; therefore be it
RESOLVED, That the House of Representatives direct the Joint
State Government Commission to establish an advisory committee
to define what constitutes a training mandate and conduct a
comprehensive study of all existing training mandates relating
to training required by Federal and State law or regulations and
make recommendations for reducing burdensome and redundant
training mandates on public school entities. The advisory
committee shall be comprised of the following:
(1) The Secretary of Education or a designee.
(2) A representative of the Pennsylvania School Boards
Association.
(3) A representative of the Pennsylvania Association of
School Administrators.
(4) A representative of the Pennsylvania Principals
Association.
(5) A Pennsylvania certified teacher.
(6) A parent of a child attending a public school in
this Commonwealth.
(7) A representative of the Pennsylvania Coalition of
Public Charter Schools.
(8) A representative of the Pennsylvania Association of
Intermediate Units.
(9) A representative of the Pennsylvania State Education
Association.

(10) An education support professional.
(11) Other individuals and organizations selected by the
Joint State Government Commission;
and be it further
RESOLVED, That the Joint State Government Commission, in
conducting the study, do all of the following:
(1) Conduct a thorough and comprehensive study of all
training mandates in Federal and State law or regulations.
(2) Prepare an assessment of all training mandates in
State law or regulations and identify any duplicate Federal
and State training mandates.
(3) Evaluate any potential negative impacts of
eliminating certain training mandates in State law or
regulations.
(4) Review all available literature related to
comprehensive reviews of training mandates in other states.
(5) Include any recommendations relating to the
advisability of eliminating training mandates in State law or
regulation;
and be it further
RESOLVED, That the Joint State Government Commission issue a
report of its findings and recommendations to the House of
Representatives no later than 18 months from the adoption of
this resolution.
