A RESOLUTION
Urging the Department of Education to contract with an
independent third party to determine the economic impact of
universal full-day kindergarten.
WHEREAS, School boards in this Commonwealth are authorized,
but are not mandated, to establish kindergarten programs for
children between four and six years of age; and
WHEREAS, An estimated 49,339 children five years of age are
not currently enrolled in school; and
WHEREAS, An estimated 20,000 children in Pennsylvania served
by publicly funded prekindergarten programs do not have access
to free, full-day kindergarten; therefore be it
RESOLVED, That the House of Representatives urge the
Department of Education to contract with an independent third
party to determine the economic impact of universal full-day
kindergarten; and be it further
RESOLVED, That the study include, but not be limited to, the

impact and costs related to staffing, school facilities,
administrators, teachers, out-of-school providers, parents and
guardians; and be it further
RESOLVED, That the Department of Education submit the study
to the General Assembly and post the study on the department's
publicly accessible Internet website within one year of the
adoption of this resolution.
