AN ACT
Amending Title 51 (Military Affairs) of the Pennsylvania
Consolidated Statutes, in State Veterans' Commission and
Deputy Adjutant General for Veterans' Affairs, further
providing for definitions and providing for veterans' homes.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. Section 1701 of Title 51 of the Pennsylvania
Consolidated Statutes is amended to read:
§ 1701. Definitions.
The following words and phrases when used in this chapter
shall have the meanings given to them in this section unless the
context clearly indicates otherwise:
"Commission." The State Veterans' Commission established by
this chapter.
"Community-based palliative care." Nonhospital specialized
medical care for people living with a serious illness provided
through clinics, nursing and other assisted care facilities and

in private homes which focuses on providing patients with relief
from the symptoms and stress of the illness to improve quality
of life for both the patient and the family.
Section 2. Chapter 17 of Title 51 is amended by adding a
subchapter to read:
SUBCHAPTER E
VETERANS' HOMES
Sec.
1741. Community-based palliative care program.
§ 1741. Community-based palliative care program.
(a) Establishment.--The Veterans' Affairs Community-Based
Palliative Care Program is established within the department.
(b) Authorization.--The department is authorized to
administer community-based palliative care services in a
veterans' home or with a partner in a related health care
facility licensed by the Department of Health for the provision
of community-based palliative care services.
(c) Funding.--The department may utilize funding
appropriated by the General Assembly for the purposes provided
for under this section.
Section 3. This act shall take effect in 60 days.
