AN ACT
Amending Title 65 (Public Officers) of the Pennsylvania
Consolidated Statutes, providing for legislators.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. Title 65 of the Pennsylvania Consolidated
Statutes is amended by adding a chapter to read:

§ 903. Definitions.
The following words and phrases when used in this chapter

shall have the meanings given to them in this section unless the
context clearly indicates otherwise:
"Member-elect." An individual elected to be a member of the
General Assembly but who has not been seated or sworn into a
legislative chamber.
"Outgoing legislator." A member of the General Assembly
under Article II, section 1 of the Constitution of Pennsylvania
whose term has either expired or resulted in a vacancy in the
legislative seat.
§ 904. Shared information.
Notwithstanding any other provision of law and subject to
applicable confidentiality laws, the following information shall
be shared by an outgoing legislator with the member-elect of the
same legislative district in each chamber, regardless of
political party:
(1) The most recent constituent contact information,
including the names, addresses and email addresses of the
constituents of the legislative district.
(2) A compilation of information of the names of
veterans, senior citizens, boy scouts, girl scouts and any
other group of constituents the outgoing legislator has
compiled for recognition purposes.
(3) A list of all organizations and businesses that have
worked with the outgoing legislator.
(4) The response or services that the outgoing
legislator or staff of the outgoing legislator provided to a
constituent who requested assistance.
Section 2. This act shall take effect in 60 days.
