AN ACT
Amending Title 75 (Vehicles) of the Pennsylvania Consolidated
Statutes, in registration of vehicles, providing for a
Bullying Awareness and Prevention plate; and, in fees,
establishing the Bullying Awareness and Prevention Fund and
further providing for payments to special funds.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. Title 75 of the Pennsylvania Consolidated
Statutes is amended by adding a section to read:
§ 1358.3. Bullying Awareness and Prevention plate.
The department, in consultation with the Office for Safe
Schools within the Department of Education, shall design and
produce a Bullying Awareness and Prevention special registration
plate. Upon application by any person, accompanied by a $35 fee,
which shall be in addition to the annual registration fee, the
department shall issue the plate for a passenger car, trailer or
truck with a registered gross weight not exceeding 14,000 pounds
or a motor home. The Bullying Awareness and Prevention Fund
shall receive $15 of the fee paid by the applicant for the

plate.
Section 2. Section 1905 of Title 75 is amended by adding a
subsection to read:
§ 1905. Payments to special funds.

(d) Bullying Awareness and Prevention Fund.--Fifteen dollars
of each fee received under section 1358.3 (relating to Bullying
Awareness and Prevention plate) shall be credited to the
Bullying Awareness and Prevention Fund, established as follows:
(1) There is established a fund in the State Treasury
which shall be known as the Bullying Awareness and Prevention
Fund. The purpose of the Bullying Awareness and Prevention
Fund is to provide money for an ongoing program to prevent
and raise awareness of bullying.
(2) All money in the Bullying Awareness and Prevention
Fund is annually appropriated to the Office for Safe Schools
within the Department of Education and may be expended for
the purposes authorized under this subsection.
(3) Estimates of amounts to be expended under this
subsection shall be submitted to the Governor by the
Department of Education for approval.
(4) The State Treasurer shall not honor any requisition
for expenditures by the Department of Education in excess of
estimates approved by the Governor or in excess of the amount
available for the purposes for which the requisition was
made, whichever is the lesser amount.
Section 3. This act shall take effect in 60 days.
