AN ACT
Amending the act of March 10, 1949 (P.L.30, No.14), entitled "An
act relating to the public school system, including certain
provisions applicable as well to private and parochial
schools; amending, revising, consolidating and changing the
laws relating thereto," in preliminary provisions, providing
for report on fiscal impact of COVID-19 pandemic.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. The act of March 10, 1949 (P.L.30, No.14), known
as the Public School Code of 1949, is amended by adding a
section to read:
Section 129. Report on Fiscal Impact of COVID-19 Pandemic.--
(a) The Legislative Budget and Finance Committee shall conduct
a study and issue a report on the fiscal impact, including, but
not limited to, loss of revenue and increased school taxes of
the COVID-19 pandemic on school entities.
(b) The report under subsection (a) shall be submitted to
the chairman and minority chairman of the Education Committee of
the Senate and the chairman and minority chairman of the
Education Committee of the House of Representatives within six

(6) months of the effective date of this section.
(c) As used in this section, the following words and phrases
shall have the meanings given to them in this subsection unless
the context clearly indicates otherwise:
"COVID-19 pandemic." As identified in the proclamation of
disaster emergency issued by the Governor on March 6, 2020,
published at 50 Pa.B. 1644 (March 21, 2020), and any renewal of
the state of disaster emergency.
"School entity." A school district, intermediate unit, area
career and technical school, charter school, regional charter
school or cyber charter school.
Section 2. This act shall take effect immediately.
