A RESOLUTION
Amending the Rules of the Senate by adding a rule providing for
notification of COVID-19 potential exposure protocol.
WHEREAS, The purpose of the temporary emergency rules is to
maintain the continuity of the legislative operations of the
Senate, which in turn, protects the health, safety and welfare
of the residents of this Commonwealth; and
WHEREAS, The Senate adopted temporary emergency rules on
March 18, 2020, to allow for remote voting and virtual
operations in order to maximize physical distancing and mitigate
the spread of COVID-19; and
WHEREAS, On May 4, 2020, the Chief Clerk of the Senate
adopted a policy to develop a COVID-19 potential workplace
exposure protocol, including a requirement for supervisors to
notify their caucus administrator of any potential employee
exposure and for a response team consisting of a caucus
administrator or human resources director, a member of the Chief
Clerk's office and the employee's Chief of Staff or supervisor
be informed to address each potential exposure incident; and

WHEREAS, To facilitate complete sharing of information and
assess risks to the members and staff, Senate Rules must be
expanded to require notification of potential exposures by
members and Harrisburg staff to all caucuses, agencies and
offices located in the Capitol Complex; therefore be it
RESOLVED, That the temporary emergency Rules of the Senate be
amended by adding a rule to read:
Rule 38. Notification of COVID-19 potential exposure protocol.
Notwithstanding Rule 25, in addition to complying with Chief
Clerk policy adopted May 4, 2020, entitled "COVID-19 Potential
Workplace Exposure Protocol," any potential exposure of a
Senator or staff member who has been physically present in the
Capitol during any part of the immediate preceding 14 days shall
be reported to the Caucus Administrator of the Senate Republican
and Democratic Caucuses, the Caucus Administrator of the House
Republican and Democratic Caucuses and the Secretary of General
Services.
