A RESOLUTION
Condemning attacks by Azerbaijan against civilians in the
Artsakh Republic.
WHEREAS, The Artsakh Republic, a proud democracy, has been an
integral part of the Armenian homeland for thousands of years;
and
WHEREAS, The Artsakh Republic, having legally declared its
independence and resisted years of Azerbaijani aggression, has a
proud record of consistently holding parliamentary and
presidential elections; and
WHEREAS, Azerbaijan, with support from Syrian fighters and
Turkey, is attacking civilians across the Artsakh Republic with
heavy artillery, rockets, drones and ground forces; and
WHEREAS, The Artsakh Republic was one of three parties to the
1994 cease-fire agreement that ended major military hostilities
between Artsakh and Azerbaijan; and
WHEREAS, The Artsakh Republic remains committed to a
negotiated, nonviolent resolution to hostilities through the
Organization for Security and Co-operation in Europe's Minsk

Group; therefore be it
RESOLVED, That the Senate condemn attacks by Azerbaijan
against civilians in the Artsakh Republic; and be it further
RESOLVED, That the Senate recognize the Artsakh Republic's
right to self-determination and independence and respectfully
urge the President and Congress of the United States to do the
same.
