A RESOLUTION
Condemning the use of performance-enhancing drugs by athletes,
rebuking any organization that knowingly allows or encourages
athletes to use performance-enhancing drugs and urging all
high school and college coaches and athletic directors in
this Commonwealth to educate themselves and their athletes
about the dangers of performance-enhancing drugs.
WHEREAS, Use of performance-enhancing drugs, commonly
referred to as doping, is rampant among some professional
athletes, especially those participating in strongman
competitions, such as World's Strongest Man owned by IMG, Arnold
Sports Festival, Arnold Classic, Arnold Fitness EXPO, Arnold
Strongman Classic, America's Strongest Man, Arnold Amateur
Strongman World Championships, and other similar events
sponsored by North American Strongman, United States Strongman,
International Powerlifting Association, Starting Strongman,
Westside Barbell, Joe Weider Enterprise, International
Federation of Bodybuilding and Fitness, American Strongman
Corporation, Strongman Corporation, Olympia Strongman Challenge,
Strongman Champions League, National Physique Committee, World
Wrestling Entertainment, Giants Live, Official Strongman, Rogue

Fitness and the Xtreme Powerlifting Coalition; and
WHEREAS, The use of performance-enhancing drugs, including
anabolic steroids, androstenedione, human growth hormone,
erythropoietin, diuretics and stimulants, poses serious health
risks, such as the increased chance of suffering a heart attack
or stroke, developing liver and other cancers and triggering
mood and hormonal imbalances; and
WHEREAS, Knowingly allowing or encouraging athletes to use
performance-enhancing drugs jeopardizes their lives and the
lives of young aspiring athletes who may be unaware of the risks
of using performance-enhancing drugs and oftentimes are
influenced by the conduct of the athletes they hope to emulate;
and
WHEREAS, According to a study conducted by the Digital
Citizens Alliance, a consumer group working to make the Internet
safer, 77% of young males, 14 to 25 years of age, said that
steroid use by professional athletes gave young athletes the
impression that taking performance-enhancing drugs was necessary
to succeed in professional sports or improve their game;
therefore be it
RESOLVED, That the Senate condemn the use of performance-
enhancing drugs by athletes and rebuke any organization that
knowingly allows or encourages athletes to use performance-
enhancing drugs; and be it further
RESOLVED, That the Senate urge the Department of Education to
notify all public and private schools in this Commonwealth of
the adoption of this resolution and urge all high school and
college coaches and athletic directors in this Commonwealth to
educate themselves and their athletes about the dangers of
performance-enhancing drugs.
