WHEREAS, The production costs of clean and renewable energy
are now the lowest in United States history, averaging $45 per
megawatt hour, and are steadily declining as clean and renewable
technologies continue to improve; and
WHEREAS, These trends, emerging through a broad base of
project developers and investors, especially the Pennsylvania
banking sector, are making clean and renewable energy projects
more accessible than ever before to Pennsylvania farms,
communities and local governments; and
WHEREAS, Under the recently introduced Senate Bill No. 705
(2019), the Community Solar Act, Pennsylvania ratepayers can
join together, reduce their utility bills, increase their use of
clean and renewable energy and benefit from streamlining of
regulations and cutting of red tape when building community
solar projects; and
WHEREAS, The United States Department of Defense and its
partners in the Pennsylvania Department of Military and Veterans
Affairs have, through their infrastructure efficiency upgrades,
power generation modernization and clean energy generation
projects at Fort Indiantown Gap and across numerous sites in
this Commonwealth, set a new standard for National Guard and
Reserve installations across the country and are continuing to
promote national security through the domestic development of
clean and renewable energy, thereby reducing our dependence on
foreign sources of energy; therefore be it
RESOLVED, That the Senate designate September 23 through 27,
2019, as "Clean Energy Week" in Pennsylvania.
