AN ACT
Amending the act of December 22, 2011 (P.L.586, No.127),
entitled "An act providing for gas and hazardous liquids
pipelines and for powers and duties of the Pennsylvania
Public Utility Commission; and imposing civil penalties,"
providing for duties of Department of Environmental
Protection.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. The title of the act of December 22, 2011
(P.L.586, No.127), known as the Gas and Hazardous Liquids
Pipelines Act, is amended to read:
AN ACT
Providing for gas and hazardous liquids pipelines and for powers
and duties of the Pennsylvania Public Utility Commission;
providing for duties of the Department of Environmental
Protection; and imposing civil penalties.
Section 2. The act is amended by adding a chapter to read:

The following words and phrases when used in this chapter
shall have the meanings given to them in this section unless the
context clearly indicates otherwise:
"Department." The Department of Environmental Protection of
the Commonwealth.
Section 202. Guidelines for pipeline safety.
(a) Guidelines.--The department, in collaboration with the
commission, shall develop guidelines for pipeline safety with an
emphasis on all of the following:
(1) Reducing the dangers associated with improper
pipeline sitings, improper safety management and wasted
resources.
(2) Ensuring pipelines are built and operated in the
safest manner possible with a minimal impact on communities
and sensitive environmental areas in this Commonwealth.
(3) Adapting pipelines to the safest technological
innovations, including advanced leak detection.
(4) Promoting responsible development of safe pipelines.
(b) Notice.--The department shall publish the guidelines on
the department's publicly accessible Internet website.
Section 3. This act shall take effect in 60 days.
